Bulk WhatsApp in Dubai, in one line: broadcasting to thousands is legal in the UAE when it runs on Meta's official WhatsApp Business API, to opted-in contacts, with approved templates. Cheap "bulk sender" apps do it through the consumer app and get numbers banned. Adjoltz runs compliant bulk campaigns for you — segmented lists, Arabic and English templates, 0% markup, from AED 499/month.

Bulk done right

Why "bulk WhatsApp" means the API, not an app

The word "bulk" is where Dubai businesses get burned. Sending real volume safely means the official API — here's the difference.

Broadcast on the app

The free app's broadcast list caps at 256, only reaches people who saved your number, and looks spammy. Fine for a handful of contacts, useless at scale.

capped & manual

"Bulk sender" apps

Mods and unofficial gateways that blast non-consented numbers. They work until Meta's spam detection hits — then the number, and every chat in it, is banned.

high ban risk

Official API broadcasts

Send to unlimited opted-in contacts with approved templates, delivery and read receipts, and safe scaling. The only way to do real bulk in the UAE without risk.

How sending scales

From 1,000 a day to unlimited

The official API grows your reach as your number stays clean. We manage the ramp so you never trip Meta's quality checks.

Verify & warm up

We verify your business, register your number and start you on the 1,000-conversations-a-day tier with clean, opted-in lists and approved templates.

Quality stays high

Good content, real consent and low blocks keep your quality rating High — which automatically bumps your limit to 10,000, then 100,000 per day.

Scale to unlimited

Keep the rating clean and the tier goes unlimited. We watch the signals and pace sends so your number climbs instead of getting flagged.

The catch most people miss: messaging limits and quality ratings are per-number and reversible. Blast badly once and you drop a tier or get restricted. Compliant, consented bulk is what earns the higher limits — and it's exactly how we run every account.

Step by step

How to send bulk messages on WhatsApp

Every honest answer to this question starts by splitting it in two: the free way, which does not scale, and the official way, which does.

The free way, and where it stops

The WhatsApp Business app can send to a broadcast list of up to 256 contacts at a time, at no cost. The catch that catches everyone: recipients only get it if they have saved your number. There is no reporting, no scheduling and no segmentation. For a corner shop messaging regulars it is genuinely fine. For anything you would plan a budget around, it is not a channel.

The official way, in five steps

  1. Verify your business with Meta. This is what lifts you off trial limits — see our verification walkthrough.
  2. Connect a number to the WhatsApp Business API. It becomes your sending number and stays registered to your business.
  3. Collect opt-in. At checkout, on your site, or through Click-to-WhatsApp ads. Meta requires it, and it is what keeps delivery high.
  4. Get a template approved. Every marketing message uses a template Meta has reviewed in advance, in Arabic, English or both.
  5. Send, then read the numbers. Pick a segment, schedule it, and measure delivered, read and clicked per campaign.

Why "free bulk WhatsApp sender" tools are a trap

Search for a free bulk sender and you will find browser extensions and desktop apps that automate a personal WhatsApp account. They break WhatsApp's terms of service, they send to people who never opted in, and WhatsApp bans the numbers doing it — usually right after the campaign that finally worked. You lose the number, the chat history and the customers attached to it. The full legal position is in our guide to bulk WhatsApp and UAE law.

There is no free way to send bulk WhatsApp at scale that survives contact with Meta. The official route costs roughly AED 0.16 per marketing message — and the number keeps working next quarter.

Bulk WhatsApp in Dubai, asked and answered

Yes — on Meta's official WhatsApp Business API, to opted-in contacts, with approved templates. That's the compliant way to broadcast at scale. Blasting non-consented numbers through unofficial apps breaches WhatsApp's terms and UAE data rules and gets numbers banned. See the 2026 rules on bulk WhatsApp.

On the official API there's no 256 cap like the app. Your number gets a tier that starts at 1,000 business-initiated conversations a day and scales to 10,000, 100,000 and unlimited as it keeps a good quality rating. More in broadcast limits & charges.

You pay Meta per delivered message plus a platform fee. Plans are AED 499 and AED 999 per month, and Meta's rate passes through at 0% markup — roughly AED 0.16 per marketing message, AED 0.05 per utility, and free service-window replies. See the cost guide.

No. They automate the consumer app or unofficial gateways and get numbers banned once Meta detects the pattern — with every customer chat lost. They also send without consent, a PDPL risk. The safe route is the official API with opted-in lists, which is what we run.

Yes. We build and get approval for broadcast templates in both Arabic and English, so one number reaches Dubai's bilingual audience. Billing is in AED with UAE data residency.

For up to 256 contacts, use a broadcast list in the free WhatsApp Business app — but only people who have saved your number will receive it, and there is no reporting. For anything larger, use the official WhatsApp Business API: verify your business with Meta, connect a number, collect opt-in, get a message template approved, then send to a segment and measure delivery, reads and clicks.

Not one that lasts. The free browser extensions and desktop senders automate a personal WhatsApp account, which breaks WhatsApp's terms, and the numbers using them get banned — typically once volume rises. The free option that is legitimate is a 256-contact broadcast list in the WhatsApp Business app. Beyond that, sending costs Meta's per-message rate, roughly AED 0.16 for a marketing message in the UAE.

On the official API, a newly registered number starts at 1,000 unique customers per 24 hours. That tier rises to 10,000, then 100,000, then effectively unlimited as your quality rating stays healthy. On the free Business app the constraint is different: 256 contacts per broadcast list, and only those who have saved your number.
